Be very careful.
16k is a little steep for a non-op ZR1.
It seems doubtful that BOTH fuel pumps have gone at the same time.
It's obviously been raced, which is not really that big of an issue, as long as the owner took good care of it and didn't make any really big mistakes.
I'd offer him a lowball number, say 10K for the car as it sits.
Tell him you'll pay his full price if he's willing to get it running.
If you're serious about the deal, offer to help him get it running, under the condition that if it runs, you'll pay full ticket.
