Lack of RTV on the outside of the seal between the seal and the housing?
The lack of the dust cover will change the diameter where the seal rides. Why isn't there a dust cover on the leaking unit?

If you're referring to "Tramlining", where it likes to jump around in the grooves made by trucks in the right lane, that's not all that uncommon for cars with big tires. The excessive (or exciting)...

As a long time Autocrosser, I can also say check the toe. Toe out in the front will make it very lively on the slow track, but a bit nervous at speed.

A lot of times, especially on aftermarket wheels you'll find them marked, be it stamped or molded in. Look for a marking that says something like "ET57". That would indicate a 57mm positive offset....
