I have done this repair, it was on a '79 but the basics are the same. This repair is really straight forward. Sounds to me like the unit is functioning properly. You just have the wrong length...

Certainly circumference (one tire revolution) is the key here [(Pi) X Diameter] => 3.14.16X25.68 in. = 80.68 in., this is probably relatively insensitve to inflation (within limits).

Doing the Math: Tire Size (mm) /25.4 (mm)/in X (aspect ratio x2) + Rim Dia = Tire height
So: 315/25.4 X (.35X2) + 17 = 25.68 in for tire height for a 315x35x17 tire.

By"resurfacing" I didn't necessarily mean turning it. But I would definitely check the flywheel for warpage with a dial indicator.
I have no experience with Summit's clutch kit offering.

Sounds like the clutch needs to be replaced. Knowing how many miles are on the car, and hard its been driven might be helpful but may not make any difference. I believe these are hydraulic throwout...
