90 heater box question

Finishing up my 90, seems the heater a/c fan is weaker than my later C4?s, I know the usual suspects and have my outside heater box sealed tight as well as the split seam. There is a cutout on the heater box where the actuator is on the passenger side to the outside, is that opening supposed to be open or am I missing an insert there? See circles portion of pic below. I know some have run a double 12 volt connection to the fan, but I want to clarify this cutout first . Thanks

The actual cutout in real life is lower than the pic, right beside the vacuum actuator not above it
