I've seen where one owner got a deferral from the State where he no longer had to test the car. And something to keep in mind installing used cats on a car is illegal,that right there helps owners as far as proving the cars are no longer available. The State can't legally out law a car that was built to Federal emissions standards at the time of manufacture. The State of California has lowered the max Nox levers over the years. When I bought my car back in 2007 the max Nox level was 702,the State has lowered the max Nox level to 502.
