Took advice and pulled vacuum line on driver's side plenum and capped off, pump still runs constantly. Do I need a check valve?

Maybe I'm confused (something new!), but if you held you thumb over the line to the pump, and it continues to run...the issue is between your thumb and the pump itself.

If you determine it to be under the plenum, a good visual inspection may tell you a lot. But, an inexpensive hand vacuum pump comes in handy for troubleshooting/testing.

Paul, its pretty simple. If you put your thumb over the line and the pump stops its the vacuum check valve. If the pump does not stop there a leak to atmosphere somewhere between your thumb and the pump.
