A few years ago they cracked down on Californians registering their cars out of state to bypass state emissions regulations. It was very widespread. Today, if they stop you with out of state plates and you have a California drivers license (or otherwise make it known your a California resident) your toast. I believe similar penalties apply.

Now Illegal Immigrants can get Drivers License in CA.....lots has changed over the years :D
