Default Are these wheels wrong?

Actually I have 2 questions here. One - are the tires mounted wrong on these wheels? Looked at pics online and saw them both ways? And two - are these correct 1990 wheels?
This was the extra set I got with the car. I had the old tires mounted on these for the car to sit on for the winter...

Thats what I thought. Dammit....
I guess since I will just be using for winter it isn't worth $125 to switch em...
I looked and saw the right and left on the inside of the wheel, and there is a right and left on the tire on each sidewall. I can see how the guy got it wrong. I could take em back I guess but that shop has been pretty good to me so I'll probably just leave it..

I would fix them..the wheels serve a purpose of scavenging and cooling of the brakes....not many people but you will catch it...the way I remember '90s, is that the way they look when they are correct, looks backwards, and the way they seem to look right in my eye is actually backwards..in other words the way the fan shape, or cutter, or what ever you want to call it looks backwards when correct.

If the tires are directional, they may need to be changed on the rims. If not, then the wheels can just be moved to the other side.

The tires are directional - so I can't just switch side to side. Will have to have em dismounted and remounted.
Thanks guys!
