The only C4 Corvette listed that got the gas guzzler tax (according to the EPA source)was the Callaway twin Turbo for 1990 and 1991 model years, listed under the Callaway company as the manufacturer.
For model year 1994, there not one single GM made car that is listed to get the gas guzzler tax.

I do remember that when the Chev group did the "ZR2 Big Doggie" C4 with a MARK 4 BBC with a TPI ECM that there was no way that a BBC equipped C4 would be marketable by GM as it competed with the upcoming LT5 equipped ZR1 car and that it would surely get tagged with the EPA gas guzzler tax and that was against policy.

I don't know why there is an apparent conflict, the EPA source I listed was a simple quick search. I have no idea as to its accuracy or validity.

There is no gold leaf book that's is what BJ called it. I was referring to "The Heart of the Beast" by Anthony young. It's the best source of information to date that I am aware of of the LT5 program. It's worth the read

I have no idea either Paul far be it from me to debate the Vice President of GM who was quoted in the book that he said to send the L98 to Lotus since it could not beat their guzzler tax. Who the hell really knows. I have moved on

I get around 15 in town and maybe 18 or 19 on the highway. We can't get any pure gas in Dallas so I don't know what effect that has on the mileage.

Depending on where specifically you are it may not be that far away. There are several Buc-ees in a ring around Dallas (and Houston, FWIW) that carry Ethanol free gas. You may have to drive 30 miles or so, but that's what I do to get Ethanol free gas near Houston.

Just BTW, I've been running 92 octane Buc-ees Ethanol Free and I get roughly the same mileage as you, although I've only gone through 2 tankfuls so far so too early to tell.
