To move the Tensioner which I just tested 4 of them......on average starts at about 17 lbs and goes to almost 30 lbs fully compressed. I had one start at 25 lbs and goes to 40 lbs. This force pulling from center of Tensioner pulley perpendicular to tensioner arm.

The Force measured would be the actual force on the Belt Tensioner Pulley perpendicular to belt between Alternator Pulley and Harmonic Balancer.
