Everything I have read recently says that "Cap and Trade" is a big swindle. It makes good sound bites, but it is a mega opportunity for big-time fraud and corruption. In the current system, the CO2 credits are obtained by building something that has less CO2 emissions than what you were going to build. So, I design a process and declare what the CO2 emissions "would have been" and then I build something else with lower emissions and get big bucks tradable credits for the fraud.
I can only imagine the level of corruption that will be involved if the UN gets involved in the program. It will make the Iraq Oil for Food Program look like child's play. The opportunities for pay-offs of "inspectors" and the Cap-and-Trade Police will be staggering.
On the cap side, as the clip shows, there will be an unchecked, uncontrolled "tax" placed on the operation of any business or utility that the Administration feels like "capping". For example, if the Coal industry doesn't contribute enough to the current administration's political party, they will get "capped" into finacial ruin.
Cap and Trade is even scarier than Government run Health Care.

It's called Uncle Sam with both hands cuffed to a lamp post while China, India and other
countries eat our economic lunch.
