OK, so I am about to install headers with no cats for now. I just heard on the news the other day that DEQ is thinking about setting up random emission check stations for counties not subject to testing. I live in one of these. I noticed on the DEQ website that the state testing included visual checks for Air Injection system which I am considering, or am removing.
My questions are:
1. For those of you that have testing and run headers (with no AIR Injection) how do you get around these requirements without the Air Injection. Or do you?
2. Have you passed the emissions with no cats.
3. Do you just plan on putting the stock stuff back on to pass the tests?

Here in CA there is a way of passing the visual inspection for 90-92 cars but it involves dealing with the smog nazis, oops, "referees".
In the 90-92 MY cars the cat and the exhaust manifold are a single unit. GM no longer sells 'em, nor are there any direct replacements available in the aftermarket.
You can't legally buy a used cat from a business pretty much anywhere in the US so that won't work (wink wink, you could always buy a pair from a private party but that's not what this is about).
So if you have a cat failure (wink wink) on your 90-92 MY ZR1 you're only option is to buy aftermarket headers and cats.

That being said, there are no aftermarket companies that sell new headers that are CARB approved.

With this information in hand you can manage your way though the exception process, but don't think it will be easy or cheap and still involves luck and ignorance on the referee's part.
If you are NOT lucky the referee will know that you can still buy the '93-95 exhaust manifolds which have separate cats. Then you'd be screwed.

John, I was able to get my 368 through with no cats. You should be able to get a stocker through with RT or similar cats with no problems. I do not recomned anybody run with out cats, as the smell is just horrible.

i dont understand the smell thing without cats/? doesnt haveing the cats make the smell ? my(opps wifes) red car car with cats smells . blk car without doesnt or am I just getting way to old ?

Thanks for the replies. For some reason I am not getting notifications in my email or I would have replied earlier.
I think my approach to this should be as follows:
1. Go ahead and install the headers without Cats for now. Monitor the smell and maybe add CATS if necessary.
2. If the Nazis start checking and I get caught I will have to play stupid and tell them the CATS were history, so I will have to add aftermarket Cats.
3. Looks like the headers had the AIR Injection holes and they have been welded up, so I would have to drill and tap these.

So what happened with the visual tests of the AIR equipment and Cats? Or does Washington just require you to pass the sniffer tests?

That makes a lot of sense, since it is emissions they should be looking for, not that the car is all stock.
