It's individual pins to (and I think from) the ECM. OBD doesn't have anything to do with it. The OBD port is under the dash on the drivers' side, called an ALDL connector. You can find in the factory manual what the pins are, I don't recall all of them, though one is the rpm signal and one is a ground.

Not sure if you mean it can't be used, or just that in normal operation it doesn't do anything?

When I've had my car dyno'd, the tach signal was picked up there. And I used the ground from it when checking injector resistance through the ECM harness.

I mean that actual conector the one that plugs into that harness right there does nothing it is a dummy conector.

Technically it is called the "Electronic Ignition Diagnostic Connector".

It's labeled as G|F|E|C|B|A

G - Goes to coilpack base
F - Tach out
E - Bypass Input
C - Ignition Control Input
B - Reference Lo
A - Reference Hi

The ALDL is located beneath the drivers side hush panel.

Ah, gotcha. I thought of that as just a dust cover, not a connector.
