Question about tire hold down strap

When I got my ZR-1 in March 2023, 1993, #135, the tire storage bag and Jack were not with it. The prior owner was able to get them from storage and send to me a few weeks ago. The rear tire hold down strap is not with the Jack and the tire bag. I was able to get a strap of the correct color, red, for my car from Mirrock. My question is, is the strap stored in the tire bag or somewhere else? I am not trying for NCRS, but I would like to know where they were stored in the car originally.

Brian I've seen it stored in the cubby hole behind the seats. Or laying loose attached to the mount points in the rear of the car. It was never installed with the tire bag. GC
