Window Sticker Question

I came across a window sticker for a 1990, well actually 2 window stickers, both are from the same car as the VIN is the same on both. However each window sticker has a different destination. One sticker is Corporate Office the other is a dealer in TX. How can this be?

One was the COPO for the pizza box and the other the actual dealer that took delivery would be my best guess

Ok that makes sense, now I need to double check the vin and post it to see if someone owns the car,
