starting/cranking using pedal

1990 low miles that requires pushing/pumping the gas pedal to start like a carburetor car. Battery strong, starter strong. Just takes a little extra time an effort to start like its not getting fuel electronically and have to provide manually to start by pushing the gas pedal. Cranks right up when doing this, but should not have to correct ? Anyway, fuel pump issue or injectors the problem ?

I suspect the Intake Air Control (IAC) valve may be the issue. It controls the startup and then later hands off the control to the ECM.
