So my car has headers on it already, but the chip is stock.
I have been trying to find out if the chip does or does not need tuning
I called Mark Haibeck, of course he says yes.
but some forum threads suggested that because factory setting is 6% rich, it should be fine with out tuning
is anyone running headers without tuning, i plan on swapping a new set of OBX SS system

Well, if it is on the internet, it must be true, right?
I don't know who those mystery "experts" are, but Marc Haibeck is one of THEE premier LT5 practitioners. What he says is golden. You do what you want, but anything done to change the in or out of the LT5 requires a calibration adjustment to realize the full benefit.
And, Marc's calibration can include turning off the 1-4 shift light, and modifying the decel fuel to reduce backfire and exhaust popping on decel too.

After installing SW headers on my 90 I stayed with the same tune - but only for a little while when it became obvious that I needed to update my chip tune. Marc (others, too) is correct - you need to "fine tune" your engine when making changes to the intake/exhaust system. The only exception I can think of might be mufflers/resonator.
With my limited knowledge it's my understanding that the best tune is with the car in the tuner's hands ... but if you need a really close tune without delivering the car, talk to Marc. He knows/understands the LT5 so well that he can deliver a great tune even when he doesn't have the car in his shop. Best of luck as you get this sorted out.

Absolutely needed tuning! Runs lean otherwise, you will notice the difference.

Think of it as an economic issue.
You’ve spend a significant amount of cash to install the new headers. Maximize the horsepower gain by dyno tuning the engine now, for both safety and increased performance at the same time.
I believe you will as much as double the net gain of the headers alone. That serves to maximize gain for the bucks you’ve spent.

Marc is a rock star! Each motor has it's own signature. No two are alike. If Marc or another competent tuner can personally tune the car the results are exceptional. Get it to Marc or someone with knowledge of the LT-5 and you will see what this motor can deliver...
