Is there somebody that refreshes old batteries? Or a new battery that will pass judging?

Tom,
Your best bet (in my opinion) is to get a new Service replacement AC Delco battery and take the small point hit.
I have not seen an original 1990 battery in many years.

FYI
I just looked at my 1990 judging sheets. I was hit for a 2 point standard deduction for having an AC Delco service replacement Battery. The judge was a very experienced judge.

Well I have the service Battery going to install it tomorrow. quick queston am I going to loose my radio? I don't have the code to unlock it.

You will definitely lose the presets. Did the previous owner use the security code function?
Call Dr. Don's radio repair (936-435-1811). He may know how to reset or bypass any security codes. You might also talk with him about the tape/disc issue for repair.

Also if the new Delco battery has a handle, LOSE the Handle. I took a 14 point hit on my battery last year at the regional. Largest single deduction on my car. As stated if there is no security lock set you are good. You might want to search to see how to pull the code out before pulling the old battery if there is still power? Doctor Don did my radio head and it works perfect!!! Not cheap but not stupid either. When you want the best you have to pay a bit for it. :-)

Batteries carry a significant deduction throughout the model years, for NCRS judging. I judge 68/69 for NCRS and it is always painful for the owners, even with reproduction batteries.
The good news is, an original battery can be refurbished. Here is a lousy pic of the one on my 1990 ZR1, dated 1990 March 1st...

So I have to ask. What did the refurbishment cost verses the point hit for an appropriate service replacement battery. In my experience the point hit is minor for a 1990 ZR1. I've had them judged 4 times all the way to a National.
My understanding to refurbish they cut out the bottom of the original battery, remove the innards and attach a gel rechargeable inside. Since the removal is done thru the bottom NCRS judges do not see the modification.
What did your "refurbishment cost you???

I have never been a cost v. point(s) kind of guy. As long as I can afford it, I make the car the best it can be.

Purportedly, NCRS judges a car as it was delivered from the factory. I don't feel it is appropriate for you to obtain no point deduction because it is impossible for a 30 year old original battery to actually still be working (without modification). Anyone judging the car who does not understand this and doesn't judge the battery as modified is being disingenuous. I see it as a legitimacy issue.
I am interested in the cost since on line 13 of the 1990 MY Mechanical judging sheet a standard deduction for a service replacement is only 10 points or 50% of originality. A 0.2% loss for the entire car.
I'd like to do the cost per point calculation myself.

You would have to take that up with Tom Barr.
BTW, NCRS judges as dealer prepped. NCCB judges as the car left the factory.

It is sad that you are unwilling to share with the ZR1 brotherhood the information about your "refurbished" battery. There are many of us who have had our cars judged by NCRS and we would be interested in your battery information. I am sure Marty, Tom and Joel on this thread would also like the information.
BTW, Tom Barr is the team leader for this class of car. The comment I expressed to you goes to the standard deduction for a service replacement battery verses your "refurbished" battery. This is more of a National Judging Chairman issue, not model year specific.
The NCRS Judging standard states that "Cars are to be judged to the standard of vehicle appearance, and as equipped at the time and point of final assembly.... ...exclusive of any dealer or purchaser inspired addition, deletions or changes."
Enough said on this issue.

10 points is a big hit, just like a replacement windshield. I just installed a typical oil filter, today. Seems like the battery, windshield, air filter and oil filter are items that are Non-typical for NCRS and/or BG judging.
These ZR1s are very special Corvettes. They deserve all we can give them, regardless of points v. cost. Drive em, preserve em, restore em...there is room for everybody.
As far as original batteries are concerned, do your own research. I will gladly help anybody any way I can but, do your own research first...especially if you consider it disingenuous to restore an original battery, to begin with.

I had a battery redone 8 or 9 years ago and is cost around $250. You can do it yourself for about $20 plus the cost of a new battery to put inside your original case. Since our judges won?t ask you to take the surround off no one will ever know.
