1990 ZR1 3rd brke light paint procedure

I have a 1990 ZR1 with 426 miles that has its entire original paint however I question about the plate that the 3rd light is bolted to. I can tell that the light assembly hasn't been painted though. Does anyone know if PPG painted the plate before bonding it to the hatch glass or is that something GM did.
By the way, do these cars have assembly manuals?

I assume they were painted before assembly.

No assembly manual for the C4's best you can do is get a parts book and look up the exploded views. One of the members here sells a copy on CD.
