All though my sawblades on my 91 are in great shape, I would like to keep them that way.....
What is the best way to shine the outer lip on the wheels? What's the best way to clean and polish the body of the wheel? Should I use plain wax to keep them a shining?

Your wheels are painted and as you say, they have the polished lip.
The entire wheel is cleared, so it would respond well to the same thing you do for your other painted surfaces.
Clay it to remove contaminants, then a mild polish, then wax or synthetic whichever you prefer.
They indeed look great now, and that will help to keep them that way.
