Can anyone ID whatever kind of spray-on detail gunk was used on my car? It is black and rubbery and scrapes off with my fingernail. It also scrubs off with a Scotchbrite no-scratch pad and some distilled water - it seems to dissolve when scrubbed with H2O.

The car got a light buff at the detail shop after the fender was painted. They took the liberty of spraying the wheel wells and inner fender liners with an aerosol spray that made them black and shiny. I've seen this stuff used before and it is hateful. As mentioned, it is water soluble with a little abrasion, so you can imagine how bad everything looks after driving to Bowling Green and back through hard rain for many hours.
I've been cleaning a couple of hours each night; here's a half-and half look at the hood after three nights:

It's come a long way from where it started. Here's how the inner fender looked after driving back from Bowling Green in hours of rain:
