Fuel tank baffle

Cars been sitting for 18 yrs. Pulled out sending unit to remove old fuel and the fuel tank baffle was not attached to the tank bladder anymore. It looks like it was originally spot melted to the plastic bladder at 6 points. Is there some epoxy or a way to fix this issue?
