Is this really the first ZR1 off the production line?

I have never owned a ZR1 and apologize if this is documented somewhere, but I couldn't find any information. According to the dealer selling this (http://www.ebay.com/itm/19900000-Chevrolet-Corvette-ZR-1-/331606546337?autorefresh=true&ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2047675.l2557&nma=true&si=myLKhqovEWV%252FCLJqEtP5MOLyh6g%253D&orig_cvip=true&rt=nc)1990, VIN 1g1yz23j4l5800051, it was the first ZR1 offered to the public. That seems hard to believe with that serial number, but I would appreciate any help you experts can give me.

Here it says #19 was the first sold to the public.

I've also read that the first 100 or so were all pretty much hand built and extra care was taken to ensure the fewest possible problems.
