I came across this statement

"Further proof of MerCruiser’s production proficiency occurred when the LT-5 was awarded the automaker’s most demanding quality certification — GP3 Level 1 — the first GM engine ever to earn it."

I hadn't heard of this before. Can anybody shed some light on the various GM quality certifications, or anything else relevant?

I doubt that has anything to do with it.

I believe that Merc is "tooting their own horn maybe" because what engines were "outsourced" at the time?

Here's a '90 GP application to GM for certification

required by vendors for accreditation and I'm guessing the "reward' for a proper application being submitted earned various levels of certification. You need to remember that GM solicited Merc I believe.
