Interior Door panel question

My drivers door panel doesn't seem to want to hook or seat at the top of the panel. Ive tried twice now, but when the window goes up it pushes the door panel up and over the metal tabs. Even looking at the door panel, it doesn't seem like it ever had a way to grab onto those tabs anyway. It results in the door panel just barely vibrating against the dash, and it drives me insane. I'd prefer to have a rattle that is elusive rather than one I can see and stop by leaning against the door, yet cant find the proper fix.

Any ideas are appreciated.

Is the backside of the panel ribbing cracked? That can cause a floppy door panel that does not want to hold on. Maybe bending back the top panel weatherstrip felt a bit might help on the catching (careful how you go as those little buggers are only pop riveted in). Do you have new window felt pads?
